Navigation used to be about ships, aircraft and travel on land, at sea and in the air. But now GPS is ubiquitous and dominated by smart-phones, commerce, industry and telecoms.

Unlike gas, water and electricity, national governments do not understand this new utility and cannot cope with its vulnerabilities.
So who now is responsible for the navigation of navigation?
